Under the Health Care Act, the Council for Choices in Health Care in Finland (COHERE Finland) shall take into account the following when defining service choices in healthcare:

• Research findings and other evidence
• Ethical considerations related to healthcare
• Considerations related to the organisation of health care

Operating principles

• An open and interactive approach
• Transparency
• Fairness
• Continuity, dynamism
  • the range of services is updated rather than finalised
  • the principles for defining the service range are also updated
